Exelby Road was named after a family who lived in the area long ago.
Exelby Road is located in the Hamilton, New Zealand suburb of Burbush. It was renamed in 1967 by special order of Waipa County Council to replace the original name of Newcastle Boundary Road. Exelby Road was chosen by residents. The name came from a family that used to live in the area. (HCC) (HCL) (Lands & Surveys)

I note that Exelby Road got it's name from a Family that lived there many years ago.
The Exelby Family (Edward and Elizabeth Exelby and their sons Edward and Cecil) arrived in Lyttleton, New Zealand from "NAWTON" in North Yorkshire on the Edwin Fox in May 1880, and after a period in Christchurch, moved to the Rotokauri area.
They family farm ran down to the edge of Lake Rotokaur., and was bordered to the east by what is now Exelby Road.
My mother, Evelyn Ruth Exelby, was born on the family farm on 21 August 1900, being the second child of Edward Exelby, and Fanny Louisa Exelby (nee Bush), and was one of the foundation pupils at Te Rapa School.
The old family farm is today farmed by my cousin Robert John Barris, whose mother was Esther Exelby. Thus the decendants of Edward and Elizabeth Exelby continue to farm the original land my great grandfather and his children broke in and developed.
The Exelby family were amongst the first pioneering farmers in that area of the Waikato.
